PHI has been working diligently to become an early adopter of the FAA Mandate that requires all Part 135 Helicopter Emergency Medical Service (HEMS) aircraft to be equipped with a Helicopter Terrain Awareness and Warning System (HTAWS) by April 24, 2017. With the large number of Bell 407 aircraft requiring modification, PHI sought the expertise of Pro Star Aviation’s STC ODA, with off-site facilities capabilities, to ensure an expedited STC timeline consistent with the FAA mandate.

Pro Star Aviation received their Letter of Designation for the FAA Supplemental Type Certification (STC) Organization Designation Authorization (ODA) in July, 2012. This designation authorizes Pro Star to act on behalf of the FAA when approving and issuingSTC’s, enabling them to manage the STC project from start to finish with minimal oversight by the FAA. Since 2012, Pro Star Aviation’s STC ODA designation has given them the authority to participate in more than 10 STC projects, the majority for Satellite Communication Systems, TCAS processors, and Special Missions/ALE modifications.

(Londonderry, NH) – New Hampshire based Pro Star Aviation announced today that they received Transport Canada Civil Aviation (TCCA) approval for FAA STC ST00347BO – Upgrade of BendixKing CAS 67A TCAS II Change 7.0 System to CAS 67B TCAS II Change 7.1. The STC is filed in the NAPA Issued Certificates Online (NICO) database as SA15-87 (issue 2), holder company; Pro Star Aviation, LLC.
The STC’s AML list covers various makes and models of business and corporate aircraft to include; Bombardier, Cessna and Learjet. The STC itself authorizes the exchange or upgrade of the two processor versions needed for compliance of MOPS Change 7.1 that was issued by the European Aviation Safety Administration (EASA) on December 16, 2011 in response to the growing number of mid-air encounters that took place between 2000 and 2010, which studies attributed to an unacceptable safety risk involving the use of collision avoidance logic version 7.0.
According to this MOPS change, any aircraft operating in European airspace after December 1, 2015 without collision avoidance logic version 7.1 of ACAS II installed, will not be authorized to enter European airspace.

With the looming deadline of December 1, 2015 (IAW MOPS Change 7.1), Pro Star’s EASA STC 10054589 couldn’t have come at a better time for European registered aircraft. Operators failing to meet the requirements of MOPS Change 7.1 will not be authorized to fly within European airspace with a BendixKing CAS 67A TCAS II 7.0 system.
According to Pro Star’s ODA Administrator, Douglas England,
“ACAS II (TCAS II Change 7.1) introduces an important safety enhancement by improving the current Change 7.0 reversal logic, correcting issues with missed and late TCAS reversals and potential failures to initiate reversal Resolution Advisories.”
Since December 2014, STC ST00347BO (the FAA version) has been extremely popular for U.S. registered aircraft that operate within European Union airspace and for those who see the value in the improved safety enhancements that Change 7.1 offers. The new entity - Pro Star Precision Machining, is now located in a newly renovated 14,000 square foot facility based at the Manchester-Boston Regional Airport (MHT) in Londonderry, NH.

In his new role, Mancini will utilize his 24 years of experience to manage the day-to-day airframe MRO responsibilities at Pro Star’s main facility in Londonderry, NH.
Holding an FAA Airframe & Power plant license, Mancini started his career serving for the United States Coast Guard where he advanced to Petty Officer Second Class. He has since furthered his career having worked as an A&P Technician, Project Manager, Manager, as well as Sales Support at Bombardier Inc.
When accepting this job offer, Mancini stated,
“I am very excited to accept the position of Director of Maintenance at Pro Star Aviation and help expand maintenance services toward new product lines.”

(Londonderry, NH) – Pro Star Aviation is proud to announce it has received approval for the upgrade of a BendixKing (Honeywell) CAS 67A TCAS II Change 7.0 system to CAS 67B TCAS II Change 7.1 under AML STC ST00347BO.
The AML STC covers many popular U.S. business aircraft from the following manufacturers: Boeing, Bombardier, Cessna, Dassault Falcon, Gulfstream, Hawker Beech, Learjet, Lockheed and Saberliner. The STC complies with the pending mandate requiring all aircraft operating in European airspace with a TCAS II system installed be equipped with Change 7.1 in accordance with MOPS change 7.1 no later than December 1, 2015.
The 7.1 upgrade is applicable to existing TCAS II 7.0 TPU0067A’s with part numbers; 066-01146-1111 & 066-01146-1211. It is completely software based, meaning there is no change to the form and fit of the existing system. The change corrects two safety issues inherent within the current TCAS II 7.0 system with regards to the Adjust Vertical Speed RA and the RA monitoring compliance during coordinated encounters. Aircraft without the 7.1 upgrade will not be allowed to fly into European airspace after December 1, 2015.
Pro Star’s AML STC is available for purchase directly to any BendixKing (Honeywell) Authorized Dealer or operator. There are three (3) options for upgrading the TPU0067A TCAS II Processor; an upgrade and return, an exchange of a serviceable unit, and an exchange of an unserviceable unit.

The G1000 retrofit suite integrates all primary flight, navigation, weather, terrain, traffic, radio frequency, engine and fuel data readouts on large-format, high-definition LCDs providing safety, reliability and increased useful load.
